Is it fair to hold on to funds?

Reading the article about the St Martin's Day Centre for the Homeless (Observer, March 8) I wonder about the £5,500 said to have "been raised by members of the community towards the centre's continued operation."

This is, apparently, to be kept back and 'used as matched funding to attract grants from other sources.'

Clever financial strategy, perhaps, but grossly unfair to those who contributed, those who collected the money and those who are homeless and without food, warmth and companionship.

They cannot wait for the financial wizards to work their magic from their comfortable homes and offices.

In passing, why do the administrators of Chichester Christian Association exclude help for the homeless on Sundays?

Maybe they, the homeless, are expected to sit in the warm churches and hope someone will think to feed them.
