Major Ninfield development could include extra bungalows

On Wednesday (January 13), Wealden District Council planners are set to consider an application to amend proposals to build 55 homes on land at Ingrams Farm, in Bexhill Road, a scheme which was granted planning permission in March 2019

If the amended scheme is approved, the development would no longer provide eight four-bedroom homes as originally planned, with eight three-bedroom bungalows being added to the site instead.

The amended plan will also see changes to the layout of the site, with two bungalow plots becoming two-storey homes instead.

This particular change has seen concerns raised by Ninfield Parish Council, who argue its effect on the overall scheme has not been properly considered.

A spokesman for the parish council said: “It is not clear that this change has been considered in the proposals.

“For example, it is stated in the Heritage Statement that ‘none of the development is substantially taller than originally granted’.

“We would query this statement and urge the applicant to meaningfully consider the potential impacts of these amendments so close to the site boundary, in relation to potential harm to the character of the surrounding area and on designated heritage assets.”

The concerns around the height of the two buildings form part of a far larger list of objections from the parish council, included in a substantial response to the application. 

In its response, the parish council (which had objected to the original scheme as well) also offered a suggested list of reasons for refusal for the planning committee.  These included: impact on the village’s character, impact on highway safety and the risk of flooding at the site.

Wealden planning officers take a different view, however, recommending that the amended scheme be approved.

A council planning officer said: “The site has an extant planning permission for the same quantum of units. This development would provide smaller dwellings. 

“The quantum of growth previously approved and that proposed by this application can ensure appropriate details for drainage, biodiversity and landscape enhancements are provided. 

“The proposed scheme is considered to represent sustainable development in accordance with the National Planning Policy Framework, core strategy and adopted Wealden Local Plan. 

“Having regard to the planning balance and the considerations set out in the main body of the report, it is recommended that the application is approved subject to [a legal agreement] and the suggested planning conditions.”
