Is 20 really plenty?

WHILE I am a supporter of the proposal to limit speeds on residential roads to 20mph in principle in the interest of safety, I am concerned it may mean an increase in road signs and street furniture or clutter as I prefer to call them. There are already far too many signs and notices disfiguring our beautiful city, many of them scarcely necessary.

A better idea would surely be a few police cars strategically placed around schools morning and evening, effectively deterring drivers from excessive speed. I understand this has been tried out in certain American towns with satisfactory results.
